FEMA paying for broken ankle?

My little brother has trouble telling the truth. A while back, a propane company that he was working for, sent him to Oklahoma to work in cleanup after a tornado. The company actually pays him under the table and he has no record of working for them. While he was there, he fell on the job site and broke his ankle. According to him, FEMA will be paying for the surgical bill and short hospital stay. A few weeks later, he was drunk and he fell off of the front porch of his friend's rented apartment (friend does not have any liability insurance) and rebroke the ankle. According to him, the ensuing emergency room visit will be covered by FEMA as well since the initial breakage occurred on a cleanup job site. I think that he will be looking at some bills from both hospitals soon. Does FEMA pay for injuries on cleanup sites?
